LegitScript Certification for Google Ads: Complete Guide

Posted by

Google, Meta, and Microsoft (Bing) tightened their healthcare advertising policies. After years of deceptive patient brokering, misleading lead generation, and unethical addiction treatment advertising, they brought this rule into effect to establish trust.
Now, these platforms rely on LegitScript certifications. It is an independent third-party compliance company. Most healthcare businesses that belong to regulated categories need to be certified by this certification body to run Google Ads.
Among this highly regulated category, addiction treatment centers are one of them.
Over the years, TTC’s PPC team has managed Google Ads campaigns for many health care companies. A California based addiction treatment centers were one of our premier clients. Before they came to us, they used to run their campaign on their own. One typical problem used to appear again and again. Most of their ads got disabled for targeting their most high-value addiction-related keyword.
We’ve also seen treatment providers lose valuable admissions simply because they didn’t understand how LegitScript works alongside health care Google ad policies.
After we took a detailed audit matching Google’s healthcare and medicines advertising policy, we spotted some minor issues along with the biggest potholes, which are the non-compliance with LegitScript certification.
Not every healthcare business needs LegitScript certification for Google Ads.  It is primarily required for addiction treatment providers, including inpatient and outpatient rehab facilities, PHP, IOP, and OP programs. Apart from telehealth and telemedicine providers, prescription drug advertisers, sensitive category wellness businesses, and crisis hotlines also need LegitScript Certification.
In this guide, we will share our lessons from what we’ve learned from managing compliant Google Ads campaigns for addiction rehab and healthcare providers.

What LegitScript Audits(The 4 Pillars of Verification)

Audit Category What LegitScript Reviews Examples of Required Proof
Facility & Licensing Verifies that every treatment facility is legally licensed to operate
in its jurisdiction. LegitScript checks whether the business complies
with state or provincial healthcare regulations.
State health department licenses, facility operating licenses, lease
agreements, or property ownership documents.
Clinical Operations Reviews whether the organization has qualified medical and clinical
professionals overseeing patient care. It also verifies that
clinicians hold valid professional licenses.
Staff roster, physician and clinician license numbers (MD, LADC,
LCSW, LMFT, RN, etc.), clinical leadership documentation.
Financial & Legal Compliance Ensures the organization follows ethical business practices and does
not participate in patient brokering, illegal referrals, or deceptive
financial incentives. Ownership and legal history may also be
reviewed.
Ownership disclosures, insurance affiliations, billing policies,
financial disclosure statements, litigation or regulatory history (if
requested).
Website & Marketing Compliance Audits the organization’s website to confirm that it accurately
represents the business, displays complete contact information, uses
compliant advertising language, and reflects the certified
organization.
Website screenshots, facility photos, business address, Privacy
Policy, HIPAA notice (where applicable), medical disclaimer, WHOIS
domain registration matching the legal business entity.

Pre Application Checklist

Here is a practical checklist we follow before helping healthcare providers apply for LegitScript certification:

Step 1: We Audit the Website Before Applying for LegitScript

Applying for LegitScript before reviewing the website  LegitScript doesn’t just verify your business, it also checks whether your website accurately represents your services and follows healthcare advertising policy.
So, before submitting the application, we performed a complete compliance audit of our client’s website.

  • Remove Absolute Claims:

The first thing we reviewed was the website copy. We almost rewrote the ad copy by removing any phrases close to promises. We used factual data and evidence-based language by using quotes from previous clients.

  • Use Authentic Photos:

We used the real photographs of the client’s actual facility and treatment environment.

  • Display Complete Business Information:

We also focused on improving the signs of transparency. We verified that every page clearly displayed the organization’s physical address and local contact number, business information, and contact details.

  • Ensure the Inclusion of Required Legal Pages:

We also updated the footer to include the Privacy Policy, HIPAA notice, Terms of Use, and medical disclaimer pages where applicable. Make sure your website has an up-to-date Privacy Policy, Terms of Use, HIPAA compliance notice (where applicable), and appropriate medical disclaimers.

  • Verify the Domain Ownership:

LegitScript reviews your business identity as part of the certification process. We make sure our client’s website domain is registered under the same legal business entity applying for certification.
For one of our clients, we made this mistake. Their WHOIS registration or ownership records did not match the company information. So it delayed the verification process.

  • Keep Important Policy Documents Ready:

Finally, before starting the LegitScript application, we asked the client to organize the supporting documents we knew reviewers commonly request.
This included their patient intake procedures, patient rights policy, relapse prevention protocols, financial disclosure documents, and internal policies confirming they do not offer incentives such as free travel, housing, or payments to encourage admissions.

Step 2: We Completed the LegitScript Application

Next, we moved to the LegitScript application process.
Here’s the process we followed:

  • Create a LegitScript Account: We first created an account through the official LegitScript Client Portal.
  • Add Every Facility and Website: Next, we entered details for the treatment facility.

Verification:

  • We carefully verified:
  • Physical facility address
  • Business name and legal entity
  • Website domain
  • Contact information
  • State licenses and operating details

*We made sure every detail matched the information displayed on the website and legal documents to avoid unnecessary verification delays.

  • Pay the Required Certification Fees

LegitScript charges extra fees for application and certification. Since the costs can vary, it is essential to check the up-to-date pricing list before submitting an application.

  • Upload Required Documents
  • After completing the application, we uploaded required documents, including:
  • State health care licenses
  • Business registration records
  • Documents confirming the qualifications of the personnel
  • Domain ownership records
  • Internal organizational compliance and policy documents

  • Respond to LegitScript’s Review Requests

After the initial review, LegitScript requested additional clarification on a few compliance items. We responded quickly with the requested documentation and explanations.  Always remember, timely responses are important. Applications can expire if you don’t answer the review requests for too long.

Step 3: We Connected LegitScript Certification with Google Ads

Most organizations think receiving LegitScript approval means it automatically approves Google Ads campaigns. This is not the case. There is one final verification step inside Google Ads.
Here’s what we did after the certification was approved.

  • Received the LegitScript Approval

We waited until the clients received an official approval notification along with their LegitScript certification ID.

  • Submit Google Healthcare Verification

Next, we completed Google’s healthcare and addiction services verification application.
During this step, we submitted:

  • Google Ads Customer ID (CID)
  • Legal business name
  • Certified website domain
  • LegitScript Certification ID
  • Wait for Google’s Final Review

After submitting the verification, Google reviewed the certification and updated the advertising status. It took 2 to 5 business days. This time can vary. Once the verification was complete, the client’s campaign status changed from Disapproved to Eligible (Limited).

Common Mistakes That Delay LegitScript Approval

As PPC expert team, that is running healthcare Google ads over the years, we can’t help but share the common mistakes organizers make.  Over the years, we’ve noticed that most LegitScript delays don’t happen because treatment providers are unqualified.
They usually happen because of small compliance issues that could have been fixed before the application was submitted.
Here are the five issues we’ve encountered most often.

  • Business Information Doesn’t Match

Inconsistent business information is one common mistakes that lead to approval delays. Make sure the legal business name on the state license is different from the company name listed on the website and domain registration.
We always compare:

  • Business registration
  • State licenses
  • Tax records
  • Website information
  • Domain ownership
  • Third-Party Lead Generation Creates Problems

We’ve also seen treatment centers use third-party landing pages or outside call centers to collect patient inquiries.
If those partners aren’t certified or their relationship with your organization isn’t clearly disclosed, LegitScript may request additional documentation.

  • Expanding Into States without Proper Licensing

Another issue appears when telehealth providers advertise services in states where their clinicians aren’t licensed. We once reviewed a campaign targeting several states, but the provider only held active licenses in a few of them.

  • Avoid Offering Financial Incentives

LegitScript carefully reviews how treatment providers promote their services.
Marketing messages that advertise free airfare, free housing, waived deductibles, cash incentives, or similar benefits can raise compliance concerns.
That’s why we always audit healthcare websites. In fact, we review both the website copy and landing pages to make sure promotional messaging is compliant.

  • Don’t Let Your Certification Expire

Receiving LegitScript approval isn’t the end of the process. Review the certification every year. Otherwise, you will lose Google Ads eligibility.
How We Help Clients Stay Compliant After Certification
Here’s how our TTC team continues monitoring after campaigns go live.

  • Write Trustworthy Ad Copy

We try to rigorously review much more carefully than standard business campaigns. Keep the policy page, team, work, insurance, or experience up to date with every factual detail.

  • Keep Paid Ads and Website Content Aligned

Make sure the landing page aligns with the ad copy. It should extend where the landing page stops. We try to maintain that consistency through both the user experience and the Quality Scores over time.

  • Prepare for Annual Reviews

During the period of one year, you should make notes of any changes such as:

  • New staff hired
  • License renewed
  • New facility opened
  • Changes in business address
  • Website updated

Keeping track of this information will make the process of LegitScript renewal much easier and will ensure that your ads are not suddenly taken down due to an oversight on your end.
Our experience: The treatment centers that experience the fewest advertising disruptions are usually the ones that treat compliance as an ongoing process—not something they think about only when it’s time to renew their certification.

Final Thoughts

LegitScript certification is not an addition but a guarantee of success in Google Ads campaigns for addiction treatment. This step is obligatory, without which your advertising campaigns will not appear in the auction.
